I'm curious what the teens were actually doing. Kids tend to congregate in groups and kid around, giggle, shove each other, gossip, flirt, make plans for later. I'm sure we've all done it. There are restaurants and movie theaters in all three Town Squares that attract teens to the area. Just because they're young and restless, that doesn't make them all hooligans.
