Did you check the system a few days later to see if indeed the points were assessed? Could it be that the starter was assuming what the computer would do? Like I said before, we have never been assessed penalty points because of rain. Even on marginally cold days, those who called the shack and cancelled for cold were not assessed penalty points - just the one point that they would normally get for playing.
