Two incidents of dogs running unleashed around their home is hardly an epidemic that "if not dealt with immediately and swiftly is going to get worse." Call the sheriff and report them. You know at least where one of the owners live.
But the statement of a number of dogs roaming free is an exaggeration. There is no dog epidemic of any sort in TV. We have more bad golf cart drivers than we have bad dog owners.
