I live near Portland, OR. I just got a letter the other day, and have done some research on the future of tri-care prime. If you do not live near a military base prime will not be offered to retired military effective Oct 1st. If you have your payments taken from your retirement check they will automatically stop and you will be enrolled in Tri-care standard & extra. Standard & extra does not cost to enroll, but you will pay a $300 deductible per family per year and then cost shares after that..with a max out of pocket of 3 grand a year. Some services do not cost anything(I think yearly check-ups, and alot of screenings). Check the Tri-care site for that. I think you can sign a waiver to enroll in prime, but will need to go travel to a base for services... Hope this helps..
