1. Yes and no! The forms are available online and can be filled out in advance of your going to the DMV office.
2. Even as a NYS retired Supervising Motor Vehicle Representative*, I cannot give a reliable answer to this question. As such I'm far from an expert in FL DMV procedures. Heck, I'm no NY expert either! There are variables that can be involved and because of that I would suggest you use the link I provided in my previous post. (#7 IIRC) If you can't find answers there, then you should contact the DMV where they should question you to find out your exact situation so as to give you (hopefully) an accurate answer. What you shouldn't do is take anything that's said here by anyone, including me, as gospel. I'm sure most people are well intended, but generally there are factors possible (not to mention procedure and legal changes) we may not know when it comes to Motor Vehicle regulations or requirements. When I was working we received procedural changes pretty much every day.
3. Drivers Licensing and Vehicle Registrations do not need be done at the same time.
Storage of electronic titles? I'd presume on computer database files with backup copies made regularly with copies of the backup files stored off premises for security precautions.
