It is my understanding that the gates are there to slow down traffic, period, whether there are golf cart paths or not. The people tailgate because they don''t want to stop and use their card. The gate comes down, and even if it has a sensor on it (which some don't), it may not have time to go back up before the tailgater hits it.
The one at St. Charles and the BV roundabout (going into St Jams) is broken frequently.
