Good guess, OnTrack. Originally there was no little red button. A gate card was needed to open the gate. However, there was a button, maybe it was red. that let the driver communicate with someone who could remotely control the gate.

The County (Counties) stepped in and pointed out the roads and streets were owned and maintained by the County making them public roads. A decision was made to make the streets accessible via the red button but to also maintain the gates because of the safety issue. Problem solved, everybody happy except a few who do not realize the the importance of the safety they provide.

BTW, the safety issue was brought home to me yesterday. The exit gate at the north Morse gate prior to the roundabout was stuck in the open position. Traffic was supposed to stop before proceeding but that was universally ignored. Therefore, the steady stream of exiting autos created a long backup of carts. Inconvenient and dangerous.
