That probably is not spanish moss. You have air plants growing in your bushes and you have to pull them out by hand to get rid of them. I don't think they hurt the plant itself, but they seem to hinder leaf growth as the air plant grows in size. They really seem to love to grow inside other bushes, and it is a real chore to get them out.
