Wouldn't use twisty ties.... use the nylon cable ties found in the hardware dept. of many stores- then snip off the excess afterward. You will need three LONG ones. And two pool noodles.
The fattest noodles will give more buoyancy and are a bit longer too. One noodle gets shaped in a U position, the other gets folded in half, front and back around the butt ends of the U shaped noodle. The overall shape will look like the capitol letter D.
Secure with cables. I used a pair of pliers to pull them tight.
It's not really a chair, but it is allowed in our pools. Other things, like floating rafts and sling water chairs are not.
