I believe speeds of 0 to 5 MPH over the posted limit call for a warning. However, a golf cart that is capable of speeds in excess of 20 MPH is an unregistered motor vehicle. By driving 22 MPH they have demonstrated they fall in that category. Perhaps the tickets were issued for operating an unregistered motor vehicle. If so, they will find the penalties are much more onerous than a speeding ticket.

There are plenty of opportunities for issuing real (25 MPH+) speeding tickets to cart drivers on any number of streets. I can't see them wasting their time on drivers at 22 MPH unless it is for operating an unregistered motor vehicle.

BTW, if there is an effort to reduce cart speeds, I think it is working. I find fewer carts passing me. In fact, on occasion, I have passed carts at my max speed of 19.5 MPH.
