Union City's traffic engineers admitted that they had set the yellow signal time at 3 seconds, despite the state law mandating the time be 4.3 seconds or greater."
The above is a quote out of an article giving many examples of this same sort of fleecing the public. This also was shown to cause a greater number of accidents due to panic stopping for a light and being rear ended.
