Sorry they were not.
Just about all skimmers have a knockout the the installer can use to run a 1" pvc pipe out just for excess rain water.
Moreover, there should also be an auto fill system on a pool.
Sounds like your contractor dropped the ball.

The items you mention are additional costs associated with a pool, not necessarily built incorrectly. My pool happens to have an autofill/drain however I paid extra for it. The basic pool (most every T&D pool I've ever seen) has a gutter that buffers the pool from the house and when the water leaks over the edge it goes into the gutter and out on the lawn, which by the way is where my auto drain effluent ends up as well. As for chlorine killing grass, I've pumped thousands of gallons of water through my pump drain valve onto my lawn during pool draining operations and never saw any evidence of killing the grass. Actually seemed to perk it up.
