Sorry they were not.
Just about all skimmers have a knockout the the installer can use to run a 1" pvc pipe out just for excess rain water.
Moreover, there should also be an auto fill system on a pool.
Sounds like your contractor dropped the ball.

I never said my pool or any others were built incorrectly. My point is that as far as I know there is nothing in the Florida code that "requires" the auto lever. My contractor was T&D and when I asked them, after we bought this house, we were told the auto levers were an option not a requirement. And as I have been doing for over five years if the water level gets too high due to rain then I put out the hose by the filter and lower the water level. No big deal.
