I think people tend to bring with them the driving habits they used in their previous location. I used to drive the SoCal freeways to and from work, and it was almost game to see if you could gain a car length on the other cars. Like you saw, there was a lot of tailgating and weaving from one lane to another. It seemed you had to drive aggressively to get ahead. It took a few months for me, plus reminders from my dear wife, to leave that mode behind. Hopefully, those that are tailgating either in car or cart will do the same.
