Another question; the county is responsible for the roadway over the bridge, but can they also be required to address the problems with the walkway and golf cart lane?

It depends. Some of the street legals are the same size as a golf cart, such as the Par Car. Some are larger such as the Gem car. Either can use the same lanes as autos so they can avoid the bridge. I don't think a Gem car would dare venture onto the bridge.
I assume the County can address the problem but the bigger question is, can they fix it?
