This reminds me of the small town I lived in up north, where the supervisor and board were all members of the same 'persuasion' which actually did reflect the orientation of the town's population. One day they decided that the 4 percent of the town budget devoted to maintaining a public library (about $22/year for an average home) was excessive and voted to cut the library budget 20 percent each year for five years, thus eliminating the library completely. Library patrons took onto themselves the goal to eliminate the town supervisor and board. It took two elections (which are held every two years) to change the majority 'persuasion' on the board, and then one more to change it completely. When FL folks are serious about this particular aspect of equality of civil rights, they can—and will—do the same....
