Where I come from (Long Island, NY) basically the street is closed to traffic, everyone on the block gets together chips in for food drink etc. and has a party! Sometimes a DJ is hired, entertainment for the kids is conjured up etc.
Recently though, (don't really like it this way but...) each homeowner has his own BBQ (or whatever) by his/her house and music and entertainment are chipped in for and located for everyone to enjoy.
Can be a lot of fun !
