Most of the dog's sweat glands are located around their foot pads. That is why, when a dog is overheated, you will sometimes see a trail of wet footprints that are left behind when they walk across the floor. They do pant to help regulate body temp but covering another avenue for cooling them isn't something I'd be inclined to do. I did see a picture of doggie sandals in the pictures you linked, Kitty. You could always glue rhinestones on the shoes for the appropriate bling...
