Why not designated residents

If you are allowed 4 resident Id's does that mean all 4 have to be on the title. Many times people don't hold property in both names for various tax and legal reasons. Shouldn't a person be able to list up to 4 people as residents when they buy without them being Florida residents. I looked at the villages site and it asks for Florida ids etc many owners are not yet Florida residents surely they can have resident (owners ) Id's. If a person plans on having a roommate shouldn't that roommate be able to have a resident ID. They are living there after all. What am I missing?
