TV is a small urban area comprised of 100,000 people. Those people spend their money on all the things people spend money on in any city in America resulting in a thriving business community both in TV and surrounding TV. The developer has a vested interest in the success of TV long after the build out is completed because he owns banks, insurnace companies, golf cart business, etc. He also has as a thriving real estate business focusing on resales and owns (and leases at a prime rate) much of the retail space in TV.
