Napoleon's plans for an
expanding empire in the New World never got past the
larva stage because of the
whimsy of fate in placing a man on the
prowl much like Bonaparte-- TOUSSAINT L'OUVERTURE-- in a place he needed to keep on a steady keel. No
social change could be tolerated. L'Ouverture's leadership certainly took a
plume out of the hat of Napoleon's brother-in-law Charles Leclerc who had Bonaparte's
agency in Haiti.
