You may not make a right turn from the left lane. The left lane is only for going straight through or for making a left turn. Just like you may not make a left turn from the right lane. The right lane is for making a right turn or going straight through.
The signs before you enter the roundabout make this clear.
About the only time a ticket is issued is when there is an accident. If you are in the left lane and turn right at the first exit and cause an accident you will be cited just as you will be cited if you are in the right lane and hit some one in the left lane that is going straight through.
