If you check out a site called HoaxSlayer, you will find that this picture is a relatively well known hoax. The picture is of a boxer that was locked up on a tar apartment house roof during the summer in Philadelphia. The dog was on the roof for over 10 hours sometime in 2011.
That does not belittle the fact that responsible pet owners need to take care of their pets but, as several as pointed out, normal per walking in TV anytime should not injure your pet - uncomfortable, maybe but serious injury - unlikely!
