It's been asked and answered numerous times already, but I'll try it in simpler terms. The developer makes money off of business inside TV. It's been pointed out ad nauseum that he has a right to get a percentage of the sales at Publix, Sweet Bay, and all the other businesses within TV.
He does not make anything off of the businesses outside TV.
Is this his reason? Who knows, but you'd have to have your head in the sand not to understand that there he would not benefit from this wall.
