If you keep up the pressure you'll get answers. If you give up in a few days the wall will certainly stay and you will get no answers. Even an hour a day in front of the sales office will not be tolerable by the developer. He will at least get you answers IF he isn't the one responsible. The sidewalks should be public property. If the Sumter Co. PD. comes and asks you to move, do so. They in all likelihood will work with you and tell you where you may picket. The best plan would be to contact them (county PD) in advance and advise them of your plan, ask where you may picket. As long as you keep walking there should be no issues.
