I guess if I were the individual responsible for the closing of the cart path I would stay awake at night hoping no one was injured as a result of the action. Hoping that lack of access to the emergency rooms, etc. did not lead to someone being harmed. This stuff is what real problems grow out of and afterwards there are always regrets.
