i believe the town of fruitland is ill-equipped to handle such an influx of new residents - children or not. but am sure the developer has faced that before. the villages might have to bite the bullet on a water distribution and a water treatment facility and some sort of improvements to roads and recreation facilities for the fruitland residents. without those kinds of contributions fruitland would begin to resemble a town of haves and have-nots what with 3 rec centers, new public safety facilities, pools, rec courts, etc. one of the town's concerns was also the size of their post office!

so there could be some hurdles - but i don't see them at the county level.
