"If he is a scratch now he must hv been a plus years ago." It is an assumption which is rarely true. I was a -2 for about 10 years and never approached a 0 hndcp. Just because a person is a scratch doesn't not mean they ever approached a + hndcp. There is no logic to that...sorry.
