That's how your bird cage will react.
It's structure when covered is incapable of absorbing the force capurted during high winds.Could result with structure failure
How ever there is a product a tight mesh screen it's not 100% water proof.
It will act some what like roof reduce the rain to fine mist and will not allow the wind build force with in the structure.I have not installed this product yet . Pehaps others have and will comment
