The developer can't MAKE them rent. AND start up for a new restaurant to buy all equipment, interior furniture and décor... and staff it is a major financial undertaking that the chain may not be able to afford right now.

It is easier for a chain to open a new place than an individual. Costs bigum bucks either way.

I am sure that the commercial part of The Villages would love to rent to them. That is what they do.
