As for mentioning it to the manager.....from my experience working in a couple of restaurants, the manager seldom cares. Note I said seldom, not never. You could talk to the owner, but he/she really should already know what's going on in their business. You may get some satisfaction, and maybe a comp meal, but it shouldn't be the customer's job to do quality control, and there is an excellent chance that after you leave, you will be scoffed at.
