You can bet the police will investigate if there is injury and you can bet they will issue citations accordingly. Third the police have in the past issued golf cart owners citation, while driving on multi-modal paths, for driving an unauthorized vehicle, that is a vehicle which can exceed 19.6mph but which is not licensed.
It can get confusing with all the noise generated by us all.

Reviewing the entire thread it seems to me that there are a lot more
opinions than there are
facts. It's a shame that more of the opinions don't cite any authority for what they think.
It reminds me of:
