I have seen some people put young children in their lap, between them and the steering wheel.
They apparently don't think enough of their young ones to protect them from being crushed, even in a low-speed accident.
The children don't know the difference. The adults should be pulled form the cart and punished immediately.
I pity the innocent kids.
