That's not a courteous driver. A courteous driver doesn't block the golf cart lane if there's a back up whether at a gate or at a roundabout. A courteous driver doesn't stop traffic to let golf carts go. A courteous driver does give a golf cart the right of way when it is warranted (such as when the driver is turning right and the cart is going straight). A courteous driver is that -- courteous, considerate of all, not just one.
A discourteous driver stops in the middle of the cart path so that a cart cannot go through; rushes to beat the cart to the corner; is under the illusion that the car always has the right of way; and so on and so forth.
