As far I know we don't have so long down a hill pathways for golf carts that it would make a speed difference going over the limit. And who would check the speed then?
But pretty often golf cars passed me when I was traveling little over 19,5 mph (my speedometer isn't too accurate I believe) so I am very sure that those carts going much faster than 19,9 mph. Actually I don't care too much about this drivers, just I feel sorry for them that they can't measure (or estimate) their speed and don't know any of the risk they could running in.
