Well that creepy guy pretty much confirms the wisdom of having the trick or treat there in the square and
out in the open! Imagine kids and/or moms going to the house and front door of a creep like that. If the parent were not right there at the door with their child, the perv could be filming them and asking where they live.
Once again TV has savvy people planning events like this. They seem to anticipate many things that could happen with such a huge and varied population.
