This is simple. Florida law prohibits animals inside restaurants with the exception of Service Dogs. All other animals are prohibited.
In some jurisdictions, where specific enabling laws have been passed, pet dogs (only dogs) may be allowed in OUTSIDE dining areas.
Therefore, there can be no excuse for doing anything to discomfit Service Dogs inside a restaurant or pet dogs in an outside dining area, where authorized, since both are lawfully present.
Shame on anyone who would do so.
