Sirens
A dog's mournful howling at sirens has been assumed to be triggered by pain, or at least, an unpleasant sensation.
Try getting some proof that it is animal cruelty and then post it.

So I just got this dog from he pound last week. He's really kind and sweet but sometimes he can be a little rough and too playful. He sometimes jumps on me or even tries to bite me. He won listen when I yell stop or wag my finger in front of him, but I downloaded this dog whistle application on my phone and it really scares my dog when I use it. However, I wanna know if it is safe to use and if it wont permanently harm him or make him want to attack me and turn on me?!?!?

Yes they are humane. So is Clicker Training. you can also get noise emitter collars that you activate by remote control when he is doing something he shouldn't be doing.
Dogs are happier when they know what their parameters are and have clear uncomplicated instructions from their owners.
Enroll in a novice obedience school....be active in being together and teaching him. Shepherds love to work and have tasks before them. They can be great dogs! Go for it.
Commit time for simple training everyday or walks. Have fun.
