I disagree. The lack of a four-way stop sign at the intersection of Colony and Sembler Way makes that entry a nightmare and unsafe. There's traffic coming from five different places when you factor in what's coming out of Walgreens, and nobody on Colony is stopping... which is why I approach the Publix parking lot (coming from the direction of Buena Vista & 466A) by turning left at Morse and right onto Colony.
IMO a four-way stop sign at Colony and the cart path is simple and would solve the problem, as is currently being illustrated by the neighborhood watch people as they mimic that four-way stop. I also like another poster's idea of extending cart path around behind the bank into the shopping center, although that wouldn't help carts get into Walgreens.
