I think the fix could be very simple - a covered trash can placed on each lot by the "Builder" -- and assign some one to be responsible for trash pick up twice a week -- to me this is not too extreme and would greatly help the situation - here in Pinellas twice a day I pick beer cans, cig. butts, chip bags, etc from lawn.. all of my doughnuts that are placed roadside are filled to the top with dust swept from road by sweeper sweeping dirt from road to finished lawns. Yes a little miffed by the disregard of some workers - Not all of them!!!
