First thing I would do is check the voltage of the batteries individually and the pack. I "believe" my 48 volt Club Car must have 36 or 38 volts for the charger to come on.
If they are indeed dead, this video may help if you are up for it. STILL WOULD HAVE TO ANSWER WHY THEY ARE DEAD.

If they are not dead, i.e., they have 44 volts, you need further isolation.
It would be great if you could find a compatible charger to test. If another charger starts charging then issue in your charger.
If voltage ok and other charger also does not work then need to isolate in the carts charge circuit. I barely speak Club Car, so I cannot help, no hablo Star Car...
