It is indeed a shame, but justified, that in today's cultural we surround ourselves with security in homes, airports, schools, etc remaining on perpetual guard
It appears this guy may have a legitimate business and was drumming up business by offering his version of the bakers dozen.
It might serve him better to find a strategic location to sell his wares
