If you don't want to enlarge and re-set the retaining wall yourself, or if there is no room to expand, you need a landscape company to redesign for the health of your Palm if nothing else. If that Palm dies, you will have the expense of getting someone out to remove and dispose of it.
Call or visit a few nurseries (with pictures of your problem) and see who would be willing to do the job, with quotes ahead of time.
