The policy language strips coverage from an insured vehicle when it is rented to others. The agent is trying to circumvent the rental exclusion by more less "pretending" the use of the cart isn't contingent on signing a rental contract for the house. So don't mention the golf cart anywhere and hope if something happens the folks in the Allstate claim department don't get to involved into investigating the circumstances surrounding the use of the golf cart.

If you don't have something in writing from this agent that states under the conditions of your rental agreement for the property, the renters use of the golf cart is covered, you are bound by the policy language which states there isn't coverage if the cart is rented to others. Arguably, if the use of the cart is conditioned upon you renting the property, the golf cart is part of the rental agreement.
