Personally, I would not touch those signs. To me, they indicate a construction or work area and. besides being private property, it would be an area for authorized personnel only. If the construction folks were gone for lunch and came back unknowing that the signs were laid down in the meantime, somebody might get hurt as a result. And who would be liable for that??? Unless the traffic cones appeared to direct you to another lane, I would just stay in the lane I am driving. IMHO
