There have been several posts on this topic. We found inexpensive golf cart insurance that covers our renters through Robert Blakley Insurance in Leesburg. We register each tenant on the policy and they get coverage along with us. I charge $50 for the insurance, which is a good deal to have use of a cart for the duration of the rental. There is little chance of coverage denial as the policy is specifically for this and there is no fancy wording in my rental to include coverage. This reduces risk for both the renter and us.
