The increased enforcement in TV comes as a result of too many folks just flat out violating the FL Statutes with respect to speed and signaling. Add to that, the large number of people who believe STOP signs are decorations. There are statutes that define what a golf cart is, and NEVs and LSVs. To get a good handle on the differences and the actual wording of Laws, look into the Golf Cart Safety Course offered by the VHA done in conjunction with local law enforcement agencies. Who knows, if people started to obey the existing laws, there would be fewer tickets, points and increased insurance surcharges.
With respect to the "speed trap" on CR 466 near the schools, whatever possessed them to build the schools alongside one of the planned heaviest traveled commercial arteries in TV? We have all seen the signs, police presence during school hours and the lower speed limits, but has anyone ever seen a kid crossing the road, or for that matter walking to school? I haven't.
