Almost always, the server can't add a tip to the bill after you sign the ticket. The manager does that at the end of the day or in the next few days when he/she returns after a day off. The "hold" is on your card for only the food and tax. The manager also records the server's number in the system so the tips get reported to the IRS or shared correctly. If the server doesn't turn in the signed slip, he/she gets no tip and eventually the charge goes to VISA for just the food and tax.

Take the slip to Scott. He probably did the final charge and made a mistake. He's an honest guy. However if he finds your signed slip for that date and sees that the server changed your tip from say $11 to $15, he'll be watching that server very closely from then on.

Maybe you'll get a free drink at the bar for your trouble to drive down there and let him know there's a problem at his restaurant.
