The Vatican does not say "no" anymore. First, Pope Blessed John Paul II issued an Indult that allowed the Triditine Mass, 1962 version, to be offered by any Priest with permission of the Ordinary, (that is the Bishop or Archbishop who is in charge of his diocese Archdiocese.
Pope Benedict XVI issued the Moto Profectum Summa Pontificum that gave every Priest to offer the Tradinsonal Latin Mass, 1962 Missal without permission. He called the TLM the Extrodinary Form.
Before his uprurt resignation the Pope was working on the Reform of the Reform. He wanted to use the TLM and use that as the basis of a New, New,... Mass. Adding the new Propers, etc. But his untimely resignation I am afraid ended this effort, along with his efforts to bring the SSPX back.
