Actually, this should not even be a topic under consideration. Normally, these types of cautions and advice are given by parents to their children. Why do supposedly "mature" adults need to be told to obey the law and be concerned about their own safety as well as that of their neighbors?

Therein lies the problem. Maturity doesn't necessarily come with adulthood.
